Foreign Tourists Assistance Fund, Ministry of tourism and Sports

Objective of the fund

To remedy the foreign tourists traveling to Thailand who suffer from any losses or damages, both in normal or crisis situations which must not be caused by the tourist’s negligence, intention, offence. This remedy will build the confidence to the foreign tourists for visiting to Thailand, leading to the revenue from the tourism industry.

Targets

  1. Building confidence among international tourists in case of loss or damage both in normal or crisis situations.
  2. Providing a fast remedy for foreign visitors.
  3. Developing the effectiveness and efficiency system to remedy foreign tourists.
  4. Fundraising for self-operation.
  5. Improving the fund’s management for more efficiently.

Foreign tourists will get the remedy from any losses or damages which must not be caused by the tourist’s negligence, intention, offence, only the following cause.

  1. Riot, Terrorism
  2. Natural Disaster
  3. Assaults
  4. Rape
  5. Accident
  6. Travel Disruption
  7. The distress due to the property mugged
  8. Crime or other threats prescribed by the committee

Terms and conditions of remedial payment

  1. Foreign tourists who get damage must be a holder of a tourist passport visa or travel document in lieu of a passport for travelling only, not for working or earning income.
  2. Foreign tourists who get lost or damage must not be caused by the tourist’s negligence, intention, offence.
  3. Petition for remedy support with documentary evidence must be submitted within timeframe as follows:

3.1) In the case of death, must be submitted within 30 days from the date of the death.

3.2) For the medical bills, must be submitted within 30 days of discharging from the hospital.

3.3) In the case of the dismemberment, vision, permanent disability, must be submitted within 30 days after the doctor conclude that the dismemberment, vision, disability are permanent.

3.4) In the case of unable to depart from Thailand as planned for 8 hours because of riot, terrorism and natural disasters, must be submitted within 30 days from the date of damage.

3.5) In case of mental rehabilitation, must be submitted within 30 days from the time of damage.

3.6) In the case of property mugged, caused the lack of money and assets in living, must be submitted within 30 days from the date of damage.

The Rate of Compensation

Type of Loss/Harm/Damage Amount of compensation 
– Death including funeral expenses/Cost of returning body or remains to the hometown. – Not exceeding 1,000,000 baht/person 
– Dismemberment/Loss of Sight/Total permanent disability/Serious assault – Not exceeding 1,000,000 baht/person 
– Medical treatment fees including domestic transfer fee – Actual amount but not exceeding 500,000 baht/person 
– In the case that the applicant is unable to leave Thailand within 8 hours of their scheduled departure. – 2,000 baht/person/day but not exceeding 20,000 baht/person 
– Mental rehabilitation from riot, terrorism, natural disaster, rape, or injury – Not exceeding 20,000 baht/ person 
– Being the victim of property offense leaving them insufficient funds to live on – 6,000 baht/person in lump sum payment 
Remark : The compensation rates stated above are determined by the committee of the fund.

Documents and evidences for compensation request

®   Death

  • A copy of the passport of the deceased with VISA or other official evidence that identified and confirmed legal tourists.
  • A copy of the death certificate stated the cause of mortality.
  • A copy of autopsy report or death certificate.
  • A copy of police report.
  • A copy of the statutory heirs of the deceased.

®   Dismemberment / vision / permanent disability / serious harm

  • A copy of the passport of the dismemberment/ permanent disability/ serious harm with VISA or other official evidence that identified and confirmed legal tourists.
  • A copy of medical report confirmed the dismemberment, vision or permanent disability with the photo shows the dismemberment of sight or permanent disability.
  • A copy of police report.
  • A copy of power of attorney in case of authorization.

®   Medical expenses

  • A copy of the passport of the medical treatment received with VISA or other official evidence that identified and confirmed legal tourists.
  • A copy of the medical report stated primary symptom, diagnosis treatment.
  • The original bill and copy of receipt or invoice showing the costs.
  • A copy of police report.
  • A copy of power of attorney in the event of authorization.

®   Mental rehabilitation from riots, terrorism, natural disasters, rape , assault

  • A copy of passport of the sufferer with VISA or other official evidence that identified and confirmed legal tourists.
  • A copy of medical report confirmed in the case of rape.
  • A copy of police report.
  • A copy of power of attorney in case of authorization.

®   The disruption of travel

  • A copy of passport of the sufferer from the disruption of the travel with VISA or other official evidence that identified and confirmed legal tourists.
  • A proving document to leave Thailand.
  • A copy of the receipt from a hotel or resort, or invoice showing the expenses.
  • A copy of power of attorney in case of authorization.
  • A copy of police report.
